Moore warns of the inbred theological tendency in some forms of Presbyterianism, i. e. a rather open, theologically moored, willingness to embrace the use of political governmental power to legislate a Christian theocratic government. This was resident in ultra conservative strands of the Presbyterians in the Westminster Assembly. Roger Williams was already accusing them of a Presbyterial Popery in 1643.
